Commander
John Felker is the Director of Coast Guard Auxiliary, First District Southern
Region. He assumed this position in 2003. In this capacity he is responsible
for the coordination of and policy guidance to over 4100 Coast Guard Auxiliarists
in a four state area surrounding Metropolitan New York. The Coast Guard
Auxiliary provides a significant force multiplier in a multitude of Coast
Guard mission areas.
Previous to this assignment, he served as Chief of the U.S. Coast Guard International Technical Assistance and Training Division (ITD), headquartered at Coast Guard Training Center Yorktown, Virginia. This unit provided trainers in all Coast Guard mission areas to Theater Commanders, Embassies and the State Department in support of United States Foreign Policy and National Security objectives all over the world. Commander Felker also served in the Program Review Division of the Office of the Chief of Staff from June 1999 to August 2001. There, he was responsible for budget development and program review for Search and Rescue, Aids to Navigation, Boating Safety, Bridges and Auxiliary programs and for operational coordination of the National Distress and Response Modernization Project - Rescue 21.
Commander Felker's other past assignments include duty on the Commandant's International Affairs Staff as the Deployable Training Manager; duty as the first US Coast Guard-Royal Australian Navy Exchange Officer in Darwin, Australia; Commanding Officer, USCGC RED CEDAR in Portsmouth, Virginia; Operations Center Duty Officer in Coast Guard District Seven, Miami, Florida; Commanding Officer, USCGC CAPE UPRIGHT in Savannah, Georgia and Operations Officer in USCGC ACACIA in Grand Haven, Michigan.
He graduated from Ithaca College with a Bachelor of Science in Physical Education in 1978. Commander Felker earned his Master of Arts in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University in 1995.
His awards include two Meritorious Service medals, four Coast Guard Commendation Medals, the Coast Guard Achievement Medal and the Commandant's Letter of Commendation.
